In line with the aim of precisely circumscribing the collective investment undertakings which will be covered by this Regulation and in order to ensure their focus on providing capital to small undertakings in the initial stages of their corporate existence, the designation 'European Venture Capital Fund' should be restricted only to those funds that dedicate at least 70 percent of their aggregate capital contributions and uncalled committed capital to investments in such undertakings in the form of equit y o r quasi e q uity instruments. The EESC reaffirms (10 ) the importance of developing and implementing dual-level polycentrism in the context of harmonious development, in order to avoid the detrimental effects of polarisation (11 ). The first level facilitates the emergence of development hubs spread throughout Europe, to disperse growth and jobs beyond the economic hub (the pentagon); the second level consolidates the links and synergies between the large urban centres and th e ( quasi - ) r ural areas, mainly to avoid territorial divisions within NUTS itself (the Nomenclature of Territorial Units for Statistics). However, taking into account that it was agreed several years before the entry into force of Regulation No 647/2005 to list this benefit under Annex IIa of Regulation No 1408/71, taking into account that Switzerland demands the status quo concerning this benefit by reference to t h e static n a ture of the Agreement, and taking into account that Switzerland accepts, in general, the stricter requirements concerning Annex X of Regulation No 883/2004, the non-exportation of this benefit is being dealt with as a separate point in the Protocol to this Agreement.
